As Program Manager on the SimLabs III contract at NASA Ames Research Center, Neil provides oversight for all technical and financial performance at SimLabs Contract. Neil has over 30 years of experience in aerospace research, strategic planning, and systems development and integration.

Before joining Metis, Neil was employed by Science Applications International Corporation (SAIC), providing management for a team of engineers on NASA’s UAS-NAS Integrated Test and Evaluation Project. On the UAS-NAS Integrated Test and Evaluation Project, Neil led the development of a live, virtual and constructive (LVC) distributed test architecture that enabled integrated UAS test capabilities. Neil’s experience also extends beyond the private sector, as he is a retired United States Air Force Colonel. As the Project Manager for the Joint Integration Team, Neil managed all activities of a 35-person team that developed a curriculum providing pre-deployment training to soldiers responsible for integrating full-spectrum Air Force capabilities into Army and Marine ground operations. Though retired from the Air Force, Neil continues to be an active general aviation pilot.
